There are many resources available to you in our SMAC RESOURCES section of Heaven. This is an example of how I used the Factions & Society Effects database (Original DB by Charlie Barrett, modified by CaptComal) to list all possible combinations that had NO NEGATIVE EFFECTS! The best performer for each of the 10 Effects is in RED. Society choices that remained at the default level are in BLACK. It is interesting to note that playing Peacekeepers and choosing Fundamentalist Politics and Knowledge Values gives you a no negative playing field, so it is available near the beginning of the game! It also is surprising that there is no way to play with no negative effects with the University, Gaians or Believers. Within the bounds of No Negative Effects, the best morale, police and growth effects is with the Spartans; the best Support effect is with the Hive; the best Economy effect is with Morgan. The overall best if you add all the positive values is the Spartans with 11.
